The County of Riverside has released its recommended budget totaling more than $10.3 billion for the Fiscal Year 2026/27. The budget reflects a challenging economic environment marked by slower revenue growth and rising operating costs. Despite these pressures, the plan prioritizes critical services residents rely on while seeking to preserve the County’s long-term financial health.

Key Allocations and Fiscal Measures in the Budget

The discretionary General Fund revenue, which provides the most flexibility for County programs, is projected at about $1.4 billion. However, County departments requested approximately $700 million more in General Fund support than available, creating a significant funding gap.

To address this, the budget proposes the use of $66.1 million from reserves. It also includes spending controls and strategies such as a hiring freeze on General Fund-supported departments and maximum fill rates for select critical job classes. These measures aim to align expenditures with revenue and reduce reliance on one-time funds over time.

The recommended spending plan highlights several major allocations:

  • $3.1 billion for health and hospital services
  • $2.4 billion for public safety
  • $2.0 billion for human services
  • $1.1 billion for public works and community services

The budget incorporates ongoing efforts by County employees to identify efficiencies and cost-saving measures amid growing service demands.

Funding Priorities Reflect Community Needs

Public feedback from surveys and workshops helped shape budget recommendations. Notable funding plans include:

  • Over $5.5 million in remaining American Rescue Plan Act funds to complete affordable housing projects such as Palm Villas in Palm Desert, Oak View Apartments in Murrieta, and Riley Senior Apartments near Blythe.
  • $53.6 million to support development of the Behavioral Health Youth Wellness Village at the Harmony Haven campus, aiming to expand substance use disorder treatment and behavioral health access.
  • Nearly $9.1 million in additional funding for CalFresh food and grocery assistance for low-income families.
  • Around $351 million for transportation projects, including road maintenance and major infrastructure improvements across Riverside County.
  • Close to $5 million to enhance firefighter staffing in Winchester, Beaumont, and the Coachella Valley communities.

Public Engagement and Next Steps

Residents and stakeholders are encouraged to review the recommended budget and participate in the public hearings on June 8. The Board of Supervisors will consider public input before approving the final budget.

The County Executive Officer noted this budget reflects difficult choices but also a commitment to maintaining core services and long-term fiscal stability.
